Enclosed is material concerning our invitation to Mr. Ma Shi-wen to visit
Stanford University for a year starting at his convenience.  Because I would
like ample opportunity to interact with Mr. Ma before I go on leave in
September of 1979, I hope it will be possible to act quickly on his visa
application.  I have also sent copies of this material to the U.S. Liason
Office in Peking.
